A Liberty Coalition for a Free and Fair Election (LCFFE – Szabadság Koalíció a Tisztességes Választásokért) nemzetközi választási megfigyelői misszió közel száz fővel és szakértői csoporttal monitorozza a választási eljárást és az április 12-i választásokat.
A magyarországi választási eljárást és az országgyűlési választások átláthatóságát és törvényességét felügyelő nemzetközi választási megfigyelői misszió alakult és érkezik Magyarországra. A Liberty Coalition for a Free and Fair Election (LCFFE, a továbbiakban: „Szabadság Koalíció a Tisztességes Választásokért", röviden: „Szabadság Koalíció") monitorozó tevékenységének fókuszában a választások törvényes lebonyolítása áll, valamint annak vizsgálata, hogy a magyar választók demokratikus körülmények között, szabadon és illetéktelen befolyástól mentesen fejezhetik-e ki politikai akaratukat.
A Szabadság Koalíciót a világ számos pontjáról érkező közel száz megfigyelő alkotja, akik közül többen neves szakmai szervezeteket és intézeteket képviselnek:
A választói megfigyelők alapvető feladata az európai választási hagyományokból fakadóan is a választások öt alapelvének — az általános, egyenlő, szabad, titkos és közvetlen választójog — védelme.
A Velencei Bizottság választási ajánlásai (Code of Good Practice in Electoral Matters) kiemelik a választási megfigyelés fontos szerepét, mert segíti annak bizonyítását, hogy a választási folyamat szabályszerűen zajlott-e. A Kódexben rögzített, nemzetközileg elismert sztenderdek szerint a választási megfigyelők alapvető feladata az európai választási hagyományokból fakadóan is a választások öt alapelvének – az általános, egyenlő, szabad, titkos és közvetlen választójog – védelme.
Az ENSZ-nél 2005. október 27-én elfogadott nyilatkozat szerint a nemzetközi választási megfigyelést a fogadó ország szuverenitásának és jogrendjének tiszteletben tartásával kell végezni. A legmagasabb szintű pártatlanságot kell mutatnia a választási versenyben résztvevő politikai szereplők vonatkozásában.
A Demokratikus Választások Tanácsa, valamint a Velencei Bizottság által elfogadott iránymutatások alapján a Szabadság Koalíció az alábbi elveket tartja magára nézve kötelezőnek:
A választási megfigyelők nem avatkozhatnak be a választási eljárásba, pártatlannak kell lenniük. A be nem avatkozás és a pártatlanság elvét minden megfigyelőnek szigorúan be kell tartania.
A megfigyelőknek jelentéseiket és következtetéseiket tényekre és ellenőrizhető bizonyítékokra kell alapozniuk, szakmai pontossággal és a pártatlanság szigorú tiszteletben tartásával.
A választási megfigyelőknek be kell tartaniuk a fogadó ország valamennyi jogszabályát és szabályozását. Tiszteletteljes magatartást kell tanúsítaniuk a választási tisztviselők és a hatóságok iránt.
A tömegkommunikációs eszközökben való megjelenések során a megfigyelőknek mindig meg kell különböztetniük egyéni véleményüket a megfigyelő misszió által hivatalosan támogatott észrevételektől.
A misszió szakértői csoportja (összesen nyolc fő) két héttel a választás napja előtt kezdi meg munkáját, míg a többi elemző és megfigyelő folyamatosan érkezik Magyarországra.
A Szabadság Koalíció a választási eljárás teljes folyamatát vizsgálja, konzultációkat folytat a választási szervek, alkotmányos szervek, a politikai pártok, a média és a civil szféra képviselőivel. A választás napján a misszió az ország egész területén jelen lesz a szavazókörökben.
A Szabadság Koalíció létrehozását azok a kritikák is ösztönözték, amelyek az EBESZ jelenleg is Magyarországon működő missziójával kapcsolatban merültek fel. E kritikák, valamint az a tény, hogy az EBESZ több magasan kvalifikált szakértő jelentkezését is elutasította, megerősítik azt a meggyőződést, hogy szükség van további, felkészült és pártatlan tagokból álló nemzetközi választási megfigyelő misszió kiküldésére.

The international election observation mission Liberty Coalition for a Free and Fair Election (LCFFE) will monitor the electoral process and the April 12 elections with a team of nearly one hundred members, including an expert core group.
An international election observation mission has been established and is arriving in Hungary to oversee the transparency, legality, and integrity of the electoral process and the parliamentary elections. The monitoring activities of the Liberty Coalition for a Free and Fair Election (LCFFE, hereinafter "Liberty Coalition") will focus on the lawful conduct of the elections, as well as on assessing whether Hungarian voters are able to express their political will freely, under democratic conditions and without undue influence.
The Liberty Coalition is composed of nearly one hundred observers from various parts of the world, many of whom represent well-known professional organizations and institutes:
The fundamental mission of election observers is to safeguard five principles underlying Europe's electoral heritage: universal, equal, free, secret and direct suffrage.
As underlined in the Code of Good Practice in Electoral Matters adopted by the Venice Commission, observation of elections plays an important role as it provides evidence of whether the electoral process has been regular or not. The role of the election observers is not only to monitor compliance with constitutional principles of electoral law, but also to consider if certain basic conditions of a democratic state based on rule of law are met.
According to the Declaration of Principles for International Election Observation, adopted at the United Nations on 27 October 2005, international election observation must be conducted with respect for the sovereignty and the laws of the host country. It must be conducted on the basis of the highest standards of impartiality vis-à-vis national political competitors.
Liberty Coalition decided to adopt the following principles, based on the best international practices:
Election observers must not interfere in the electoral process and must be politically impartial with strict respect for the principle of impartiality and non-interference.
Observers must base their reports and conclusions on factual and verifiable evidence, with professional accuracy and strict respect to impartiality.
Election observers should comply with all national laws and regulations of the host country and must present a respectful attitude towards electoral officials and national authorities.
In mass-media appearances observers should always distinguish their individual views from observations officially supported by the observation mission.
The mission's expert group (eight members in total) will begin its work two weeks prior to election day, while the remaining analysts and observers will arrive in Hungary on an ongoing basis.
The Liberty Coalition will examine the entire electoral process, conducting consultations with electoral bodies, constitutional institutions, political parties, the media, and representatives of civil society. On election day, the mission will be present at polling stations across the country.
Establishment of the Liberty Coalition has also been prompted by criticism – raised across the political spectrum – regarding the OSCE mission currently present in the country. Such criticism, together with the fact that the OSCE rejected applications of several highly qualified experts, reinforce the conviction that there is a need for deployment of an additional international election observation mission composed of qualified and impartial members.

La misión internacional de observación electoral Liberty Coalition for a Free and Fair Election (LCFFE, Coalición Libertad por unas Elecciones Libres y Justas) supervisará el proceso electoral y los comicios del 12 de abril con un equipo de casi cien miembros, incluido un grupo nuclear de expertos.
Se ha constituido, para su pronta llegada a Hungría, una misión internacional de observación electoral para supervisar la transparencia, legalidad e integridad del proceso electoral y de las elecciones parlamentarias. Las actividades de monitoreo de la Coalición Libertad se centrarán en la celebración de los comicios con arreglo a la ley, así como en examinar si los votantes húngaros pueden expresar su voluntad política libremente, en condiciones democráticas y sin influencias indebidas.
La Coalición Libertad está integrada por casi cien observadores procedentes de diversas partes del mundo (Argentina, Austria, Chequia, Kenia, Polonia, Alemania, Italia, España, Serbia, Tanzania y EE. UU.), muchos de los cuales representan a reconocidas organizaciones e institutos profesionales.
La misión fundamental de los observadores electorales es garantizar los cinco principios que sostienen el legado electoral europeo: universalidad, igualdad, libertad, secreto y sufragio directo.
Tal como se subraya en el Código de Buenas Prácticas en Materia Electoral adoptado por la Comisión de Venecia, la observación electoral juega un papel importante en tanto que evidencia si el proceso electoral ha sido regular o no. Bajo los estándares reconocidos internacionalmente, la misión fundamental de los observadores electorales es garantizar cinco principios que sostienen el legado electoral europeo.
La Coalición Libertad ha decidido adoptar los siguientes principios, basados en las mejores prácticas internacionales.
Los observadores electorales no deben interferir en el proceso electoral y deben ser políticamente imparciales, con estricto respecto al principio de imparcialidad y no interferencia.
Los observadores deben basar sus informes y conclusiones en la evidencia factual y verificable, con veracidad profesional y respeto estricto a la imparcialidad.
Los observadores electorales han de ceñirse a todas las leyes y reglamentos del país que celebra las elecciones y deben mostrar una actitud respetuosa hacia todos los participantes en el proceso.
En apariciones ante los medios, los observadores habrán de distinguir siempre sus opiniones individuales de las observaciones oficialmente apoyadas por su misión de observación.
El grupo de expertos de la misión (ocho personas en total) comenzará su labor dos semanas antes del día de la votación, mientras que el resto de analistas y observadores llegará a Hungría de forma progresiva.
La Coalición Libertad examinará el proceso electoral en su conjunto, manteniendo consultas con organismos electorales, órganos constitucionales, partidos políticos, medios y representantes de la sociedad civil.
La constitución de la Coalición Libertad también responde a críticas—emitidas desde todo el espectro político—relativas a la misión de la OSCE. Dichas críticas, junto al hecho de que la OSCE rechazó solicitudes de varios expertos altamente cualificados, refuerza el convencimiento de que es necesario desplegar una misión adicional de observación electoral internacional.

Die internationale Wahlbeobachtungsmission „Liberty Coalition for a Free and Fair Election" (LCFFE) wird mit einem Team von fast hundert Mitgliedern, darunter eine Kerngruppe von Experten, den Wahlprozess und die Wahlen am 12. April beobachten.
Die Mission reist nach Ungarn, um die Transparenz, Rechtmäßigkeit und Integrität des Wahlprozesses sowie der Parlamentswahlen zu überwachen. Die Beobachtungsaktivitäten der „Liberty Coalition" konzentrieren sich auf die rechtmäßige Durchführung der Wahlen und die Beurteilung, ob die ungarischen Wähler ihren politischen Willen frei ausdrücken können.
Die Liberty Coalition besteht aus fast hundert Beobachtern aus verschiedenen Teilen der Welt (Argentinien, Österreich, Tschechien, Kenia, Polen, Deutschland, Italien, Spanien, Serbien, Tansania und den Vereinigten Staaten), darunter viele bekannte Berufsverbände und Institute.
Die grundlegende Aufgabe von Wahlbeobachtern besteht darin, fünf dem europäischen Wahlrecht zugrunde liegende Prinzipien zu wahren: allgemeines, gleiches, freies, geheimes und direktes Wahlrecht.
Wie im Verhaltenskodex für Wahlen der Venedig-Kommission betont wird, spielt die Wahlbeobachtung eine wichtige Rolle. Gemäß den international anerkannten Standards besteht die grundlegende Aufgabe von Wahlbeobachtern darin, fünf dem europäischen Wahlrecht zugrunde liegende Prinzipien zu wahren.
Die Liberty Coalition hat beschlossen, die folgenden Grundsätze anzunehmen:
Wahlbeobachter dürfen sich nicht in den Wahlprozess einmischen und müssen politisch unparteiisch sein, mit strikter Einhaltung des Grundsatzes der Unparteilichkeit und Nichteinmischung.
Wahlbeobachter müssen ihre Berichte und Schlussfolgerungen auf sachliche und überprüfbare Beweise stützen und dabei mit professioneller Genauigkeit sowie unter strikter Wahrung der Unparteilichkeit vorgehen.
Wahlbeobachter sollten alle nationalen Gesetze und Vorschriften des Gastlandes einhalten und müssen gegenüber Wahlbeamten und nationalen Behörden eine respektvolle Haltung einnehmen.
Bei Auftritten in den Medien sollten Beobachter ihre persönlichen Ansichten stets von den offiziell von der Beobachtungsmission unterstützten Beobachtungen unterscheiden.
Die achtköpfige Expertengruppe der Mission wird zwei Wochen vor dem Wahltag ihre Arbeit aufnehmen, während die übrigen Analysten und Beobachter nach und nach in Ungarn eintreffen werden.
Die Liberty Coalition wird den gesamten Wahlprozess untersuchen und Konsultationen mit Wahlgremien, Verfassungsorganen, politischen Parteien, den Medien und Vertretern der Zivilgesellschaft durchführen.
Die Gründung der Liberty Coalition wurde durch Kritik aus dem gesamten politischen Spektrum an der OSZE-Mission ausgelöst. Die Kritik richtet sich gegen die Ablehnung mehrerer hochqualifizierter Experten durch die OSZE und bestärkt die Überzeugung, dass der Einsatz einer zusätzlichen, unparteiischen Wahlbeobachtungsmission erforderlich ist.
